Variable ETH Withdrawal Fees

As of Dec 16, it costs around $50 to withdraw any amount of ETH to Ethereum. This is more than the cost of withdrawing USDC to Ethereum ($16 USDC) which is not appropriate, given ETH transfers are cheaper than USDC transfers.

The withdrawal fee should be much lower, and ideally it should vary depending on the gas price on Ethereum.
